For more than 30 years, TransCon CSI has been hired by insurance providers, attorneys and commercial motor carriers across the country to investigate complex accidents involving serious injuries and oftentimes fatalities. TransCon’s team of experts work diligently to interpret evidence located at the crash scene; damage to vehicles and witness statements. Once our investigation is complete, expert opinions are then prepared for potential litigation.

In addition to gaining hands-on experience in the field, TransCon CSI experts are certified ACTAR and maintain their accreditation by taking CEUs.

Vlad Bortchevsky

Crash Reconstruction Expert

Vlad Bortchevsky has been working as a crash reconstruction expert with TransCon CSI for the past three years. Vlad brings more than 20 years of law enforcement experience, 15 of which have been as a collision reconstructionist with a county police department. Vlad has responded to and investigated over 1,700 motor vehicle collisions and is currently one of the Crash Reconstruction Team supervisors for his agency. In addition to his law enforcement career, Vlad Bortchevsky has been ACTAR accredited since 2010 and has over 11 years of experience with a collision reconstruction consulting company. Upon completing basic collision investigation courses, Vlad has successfully completed numerous advanced level reconstruction courses, such as Crush Energy Analysis, Pedestrian Collision Reconstruction, Motorcycle Collision Reconstruction, Human Factors for Collision Reconstruction, Advanced Collision Reconstruction, Advanced Collision Reconstruction with Excel Applications, Advanced Collision Reconstruction with CDR Applications, CDR Technician Course, CDR Analyst Course, Excel for Collision Reconstruction, Photography for Collision Investigator, as well as attended a number of reconstruction conferences.

As an Airbag Control Module (ACM), Powertrain Control Module (PCM), and Engine Control Module (ECM) certified instructor, Vlad teaches collision investigation and reconstruction courses at a regional police academy and other locations throughout the United States and abroad.

In 2007, Vlad began to conduct collision-related research and dynamic testing. He documented vehicle acceleration and deceleration testing and data collection, pedestrian speed surveys and has been involved in the planning and execution of numerous crash tests. Vlad has been an operator in several vehicle vs. vehicle and vehicle vs. pedestrian live crash tests.

C. Gregory Russell

Crash Reconstruction Expert

Greg Russell is a graduate from the University of Baltimore with a Bachelor’s of Science Degree Criminal Justice (1990) and Master’s Degree in Legal and Ethical Studies (1994). He has additional college training in mathematics. Mr. Russell has over 25 years of law enforcement experience with over 20 years of experience in the field of collision investigation. Mr. Russell received his crash investigation and reconstruction training from the Institute of Police Technology and Management, University of North Florida; Texas A&M, Engineering Extension; and the Collision Safety Institute. A partial list of crash investigation courses he has completed includes Advanced Accident Investigation; Accident Reconstruction; Advanced Accident Reconstruction; Applied Physics for Accident Investigation; Commercial Motor Vehicle Accident Reconstruction; Bus Accident Reconstruction; Occupant Kinematics & Biomechanics; Pedestrian & Bicycle Reconstruction Investigation; CDR (Crash Data Retrieval) Certification Course and Crush Energy Analysis. Mr. Russell has been a certified Department of Transportation Commercial Motor Vehicle Safety Inspector and has completed the Federal Motor Carrier Inspectors Course; Hazardous Materials Inspector’s Course and Bulk Cargo Container Inspector’s Course. Mr. Russell has been accepted as an expert in crash investigation across the nation. In addition, Greg has also taught all three levels of crash investigation, crush energy analysis, pedestrian accident investigation, and advanced accident investigations.

Mr. Russell has developed a program for calculating vehicle speeds in pedestrian collisions and has written several books for collision investigation, both of which are currently published by Lawyers and Judges Publishing Company. Additionally, he has developed numerous other Excel programs for use in collision investigation and numerous accident investigation programs for the iPhone/iPad. Mr. Russell has been featured as a guest speaker at several accident investigation professional conferences throughout the country and Canada lecturing on the application of Excel in accident investigation, pedestrian collisions, the use of Delta V (change in velocity) and Principal Direction of Force (PDOF) in collision investigation, crush analysis and interpreting data downloaded from vehicle Airbag Control Modules and Powertrain Control Modules. 

Mr. Russell’s expertise in the field of crash reconstruction is an invaluable asset to TransCon CSI’s team.

Patrick M. O’Hagan Sr.

Crash Reconstruction Assistant

Patrick (“Pat”) brings to TransCon CSI more than 20 years of law enforcement experience working for a local police department. Pat has been assisting TransCon CSI utilizing his crash reconstruction investigative experience he gained. He is certified as a Level 1 Crash Reconstructionist, Level 2 Advanced Crash Investigator, and Event Data Recorder Retrieval & Imaging. 

Pat’s investigative skills and interviewing techniques continue to be an asset to the success of TransCon’s investigations.

Peggy Richardson

Case Manager

Peggy Richardson earned her Associate’s Degree in Law Enforcement Technology and enjoyed a career as a Police Officer in Prince George’s County, Maryland. After retiring, she started working part-time at TransCon CSI but quickly transitioned into our full-time Case Manager role. Peggy is responsible for assisting multiple experts with our current caseload of more than 100 active cases. Her duties over the past 15 years at TransCon CSI include coordinating with attorneys and insurance professionals by obtaining and documenting all file materials available for each case; assisting with the review of legal documents; crash reports; investigative research; communicating with clients; scheduling for legal proceedings and inspections, and coordinating logistics for experts inspections across the nation.


Harley Grierson

Assistant Case Manager

Harley was recently promoted to Assistant Case Manager in recognition of her hard work, dedication, tenacity, and attention to detail. She received an Associate’s degree in Arts and Sciences from the College of Southern Maryland in 2019. After pursuing this degree, she began to focus her studies on Criminal Justice. This led Harley to receive her Bachelor of Science in Criminal Justice with a minor in Forensics from the University of Maryland Global Campus in 2021.


Abigail Reuschling

Marketing Assistant

Abigail (“Abby”) serves as TransCon’s Marketing Assistant. Abby is a young hard-working college student that attends High Point University, in North Carolina. She will complete her undergraduate degree in Marketing in 2023 and will complete her Masters in Communication and Business Leadership by 2024. Abby has worked for TransCon CSI for many years, using her marketing skills to help our company flourish.
